Capella University’s Military Alliance Director Attends Department of Defense Conference

MINNEAPOLIS, May 3, 2005 – Bill Young, director of military alliances for Capella University, an online accredited university headquartered in Minneapolis, accepted an invitation from Secretary of Defense Donald H. Rumsfeld to participate in the Defense Department's Joint Civilian Orientation Conference (JCOC) 69. The program, held April 24 – May 1, gave participants an opportunity to learn first-hand about U.S. military personnel, their equipment and capabilities, and national defense strategies.

As a JCOC 69 participant, Young visited military bases of the Army, Navy, Air Force, Marine Corps and Coast Guard. Very few people, even those employed by the Defense Department, get the opportunity to interact with such an encompassing cross-section of military leaders and service members of all ranks. Participants flew on military aircraft; experienced a daylight underway embark onboard a Navy ship; and observed amphibious landings, urban area combat techniques, special operations, and other warfare demonstrations.

The program began in Washington, D.C., where Young met and was briefed by Defense Department leaders including Secretary of Defense Donald Rumsfeld, Joint Chiefs of Staff Chairman Gen. Richard B. Myers, and other senior military and civilian officials.

After the initial orientation, the JCOC team traveled by military aircraft from Washington, D.C., to Moody Air Force Base (AFB), Ga, where they participated in simulator training and demonstrations, viewed aircraft displays and witnessed the military's newest training aircraft; Parris Island, S.C., where they saw and experienced Marine recruit training; Yorktown, Va, where they observed Coast Guard operations involving cutters, helicopters, and maritime security operations; Fort Bliss, Texas, where they visited soldiers stationed at the Army's Center for Air Defense, home of the U.S. Army Air Defense Artillery School and four combat Air Defense Artillery Brigades; Naval Facilities, San Diego, touring surface ships, submarines, and an aircraft carrier; and finally Peterson AFB, Colo., visiting NORAD and the U.S. Northern Command's Cheyenne Mountain command post.

This conference was initiated in 1948 by Secretary Forrestal and is the Defense Department's premier civic leader program. Sixty U.S. citizens are selected from hundreds of candidates nominated by military commands worldwide. JCOC 69 participants pay all of their own expenses, including travel to and from the conference, lodging and meals.

Young has served as Capella University's director of military, corporate and education alliances since December 2000.
